They tend to put correctional facilities in areas of very few good jobs, not much other activity going on. This, of course, is for ease of staffing AND due to a lack of easy exit territory around the place. And thus, my advice. If the best job around is the prison, I really think this person needs to relocate slightly, even if not very far away. Because in a place where you cannot realistically hope to get on at the only good jobs available, you are not going to have a good life. And no amount of argument is going to change that, no matter who you argue with.
