Neighbor dropped deed restrictions

What is the name of your state? WA

Our neighborhood has CC&Rs in the form of deed restrictions. One of our neighbors sold his property to a buyer and the transaction resulted in the dropping of the CC&Rs on the new owners deed. Is that legal? We do not have an HOA.

The title insurance would STILL show any unexpired E&Rs as applying to the real esate, whether on the buyer's vesting deed or not. The E&Rs "run with the land" and would still be enforcable. Sometimes a deed restriction is a single line on a past deed- until revoked by ALL parties affected by the E&Rs (meaning all neighbors who bought in relkiance of those E&Rs) the E&Rs remain in effect.
