The government makes mistakes all the time! I have no problem believing "Mike" never got the check. I do believe he signed up for the course though. He may need a lawyer to fight this though so it may not be worth it. I too had a run in with the government where they claimed I owed them over $22,000. Turns out they were "mistaken. They never admitted it and it cost me money to prove it. In the end, the "credited" me the money I owed them so I had a zero balance! How nice of them! Bunch of idiots!
