A reading of Ohio criminal procedure seems to indicate that a summons to court may be issued in lieu of an arrest warrant. Additionally, the form and format of the summons does NOT seem to include a requirement that the location of the incident/offense be included on the summons. The summons must include a few things, but the location of the offense does not appear to be among them.
An officer issued summons, although there is a space for the location to be checked and filled in, it is not required by law, only dept. specific, etc. If we look at the Form for a Minor Misdemeanor citation, state law does not require a place of offense to be listed, the same for a Criminal Citation. These are all a
Summons to appear though.

The book I have with an APPENDIX of forms for Franklin County, Ohio, if the Court is issuing a summons/warrant, the location of the offense is required. Basically the names are interchangeable, though Citation/Ticket mostly refers to a traffic offense, but is still a Summons. In respect to a Criminal non traffic offense, it may have it listed as a Complaint at the header, but is still Summons.
