no child support=visitation? HELP!!!!

First....the letter I sent just simply states..well..let me cut and paste..
You left me a message telling me that you wanted the kids for a minimum of 3 weeks. That is not possible at this time as you are (supposedly) unemployed and would not be able to financially take care of them for the 3-week period.
If you are employed and then you have not notified the district attorney, or me so as to restart the deductions from your paycheck.
Let me know when things are better and then we can figure out how you plan to cover the expenses of the kids’ visit.

I am almost tempted to let the kids go because I know he is living with my sister and brotherinlaw..HE just hasn't told me that....so I know that they will somewhat be OK. He can wait, just like he recently said he didn't call for two months because things weren't going well....NOT.....
I realize you guys are not attorneys and all that.....
Gambling records can be obtained from the HOTELS in Las Vegas.....he has already been seen gambling AFTER being fired and NOT paying child support....let me know what you guys think of my letter....hope I am not buggin ya.....

Illinois Dad is right about withholding,in my case we have no written visitation so I can if my child is in danger but also I was told to take my child and have him evaluated(but don't tell them you may use it in court they will jack the price from$80-$1,000.You can petition the court to have all people including the child evaluated and that will nab him but it is very expensive.
BUT in Iowa, if he is sent to jail the state pays some of his child support and then he pays them back.Some states will even tell the states attorney to handle the child support which is great b/c if he doesn't pay them they will automatically file contempt(very rare though).My ex is a alchoholic with 4 dui's and still only spent a week in jail!and went to the pschiatrist for head problems and i still can't nail his balls to the wall b/c it costs so much to get anything done including supervised visitation. As Always...Thanks to all of you...

Last night I couldn't sleep because of something Illinoisdad said about how it might look like right now I am doing this because I am not getting support..then I suddenly..3am ;o)
Remembered that I have been emailing back and forth with the family law clerks in NV long before the support stopped...

I just can't believe that there is nothing we can do to protect our children, until, basically it is too late!

That is just something else...
