I am also in desperate need of new carpeting, and painted walls.
My apartment is an eyesore, but the owners do not give a #@%^.

Painting and re-carpeting and apartment for a resident tenant is something that is not normally done, at least not without a rent increase since it is probable that the carpet and painting will have to be done again after their departure. It is also not advisable to have the tenant paint the apartment. Painting skills aren’t always present and can yield variable or interesting paint results. so you see, it's not a matter of not careing but of practice.

Our rent has increased $175/ month over the last 12 years.
Although I agree that it is not common practice to replace carpeting or to re-paint, there is a point when things become so worn out and aesthetically undesirable that it should be done nonetheless.
Both my paint and carpeting were an eyesore when I moved in 15 years ago,so I suspect that it has been many decades since either were done.
I do not have guests because the place is so dreary and ugly.
I even asked the owners to replace my old drapes with blinds so that I would not be bothered by the reflected ligh at night.
They refused unless I pay. I now have a board in my window to block out the light.

Unfortunately, I suppose that there are only laws in place to insure apartments are habitable, and none that require them to make them look respectable.
I do believe, however, that there are some lanldords who would feel some sense of moral reponsibility to make there units look somewhat decent.
I hate to think my landlords are the norm.

Wow! At only 175 for the last 12 years I’d be there too. I believe I might upgrade for you too, but I can't help thinking you are renting at below market level and a rate increase might be in order, at least to bring the property up to current market rate.

That is an increase of less than $15 per year. Very minimal increase.

But you took possession of it in that condition, so it must have been acceptable then.

I don't know of any LL who changes out the draperies in a unit during a tenure. You are free to put up your own drapes and just store theirs until you move out. If I replaced blinds during a tenancy, I'd be replacing all of them every year.

One other note:
If drano or any liquid substance does indeed ruin pipes, then why is it sold for the purpose of unclogging drains? It seems quite odd that I would be responsible for abusing the pipes if I use a perfectly legal substance intended for drain clearing.
Draino is fine for occasional use on new, modern PVC plastic pipe. However, it is absolutely the worst stuff imaginable on old pipes. The acid in this stuff eats through clogs, but also through the sides of old chrome and lead soldiered pipes. These old pipes wear down over the years, and this stuff makes quick work of them. Not to mention what the plumber has to put up with when he tries to work on the pipe filled with that acid. I recommend that no tenant ever use this stuff.

When I moved in in 1992, I had intended to be here under two years. I wanted something cheap in a good area, hence I was not too picky. Unfortunately, my financial situation has forced me to stay here.
Both the previous owner and landlady died the same year back in the late nineties. The current management group then took over.
The current owner did replace the drapes for my neighbors, but not for me. Hence there is a fairness issue.
I did learn that our new tenets who moved in last year are paying $125 more per month than the rest of us, bu their apartment has been "beautified at least three times since I have been here due to frequent movement of tenents.
 
Fairness nothing. This is simply businees. An extra $125 per month translates to an extra $1500 per year per unit. For that kind of money I'd repaint their unit and give them window coverings too. You really can't complain about your unit not being updated when you pay this much less than the others. If they updated your unit, your rent would need to go up that much too. Could you afford this much more per month? I doubt it since you complained about a mere $15 per year increase.
