Umm... DC is not Maryland either. I mentioned the terms and principles that the MD statutes use. You can tell he's talking SPECIFICALLY about MD because not only did he say Maryland, he also said MVA (which is the name of the licensing agency in MD) rather than DMV (which is what it is called in DC).
