Even if it was and he could prove it, it's almost certainly not actionable as a CPRA request.
Besides, an agency has no reason to deny providing arrest info. Many post this stuff on their website as a matter of course, or release it regularly. It's not an issue ... unless the subject has not actually been arrested, or is a juvenile. Or, there is a vested investigative interest in keeping the info confidential for the moment. I strongly suspect if there is info to release, they will. Because ... why not? The agency may also have a policy prohibiting officers from releasing this info outside agency policy (usually focusing such requests on a particular person or office in the agency).
