Notice of license suspension

This is in Texas.

I received a notice that my license would be suspended using statutory authority:

In these hearings what is discussed and what is debatable?

There is no way I got four different moving violations in one year, it's been over a year since I've even received a ticket. If the cause is indeed because of four tickets the only thing I could think of is when my attorney failed to turn in proof of insurance and proof if registration, which ended up going to warrant status (which I had to pay). Even so, I thought the four tickets had to be moving violations?

If I have proof of insurance and inspection for the time the tickets were cited will that be able to prevent my license from being suspended or is the validity of the tickets at hand not taken into affect?
