If the "number plate" Victor is referring to is a license plate, the poor quality or defective plate can just be returned to and exchanged at the DMV/BMV.

Pretty simple.

If Victor is in Mass, then the plate should be returned to the RMV. (We do everything different here)

I think there is a state with a DOL (department of licensing) and an MVA (motor vehicle administration), too.
