Please visit the website www.asianamerican.net and you will see many links to connect to that have information about government offices in Thailand, as well as the Chiang Mai Newspaper, whom you may want to e-mail to ask for assistance with your question. If I were you I would also send an e-mail to the New York Public Library (website www.nypl.org, then click on the Ask Librarians Online link) to get them to research this for you as well. Keep plugging along and you will get the information you seek--don't give up, even though it's been most frustrating so far.
