Chenn,

I think it's a very reasonable bet that a corporation like Sun, servicing the broad spectrum of businesses that they do (Enterprises to Small Businesses), has employees/sales channel capability/and service channel capability in all 50 states. They're a Fortune 200 company with 34K employees, 14 Billion in sales, and are in 100 countries.

But are they breaking any laws by forcing customers to pay tax with respect to the Use tax (which i belive this falls under)?
The only way Sun would be breaking the law is if they collected the Nevada sales tax from you, but then failed to pay it to the state of Nevada.

If, in your considered opinion, Sun is not obligated to collect and pay Nevada sales tax, that still does not mean that it is illegal for Sun to do so anyway. The only penalty that Sun would incur for this kind of misjudgment is the loss of business to competitors who do not collect Nevada sales tax and thus offer a lower price to their customers.
