Other guys insurance co is making me deal with my own salvage and deducting the salvage value

Okay, this would most definitely change if you are facing a min insured state liability limits of 10-15k ...
It doesn't change at all. If the insurance of the other party is not enough, that's not the fault of the insurance company. That's also why I maintain insurance coverage that's adequate to cover my own interests.

To get to that adequate insurance though is the tough part as your own insurance company goes to adversarial at that point and does not freely give that up. So, you are left to sue the individual who hit you and then add another suit for the UIM first party carrier whom your insurer is. Your pie in the sky thought process does not work because if you think your own insurance company is going to freely give up their UIM monies without a fight then you would be wrong. This is not a simple process as insurance companies will protect their own interests over yours all day and everyday plus twice on Sunday.

This is the point we disagree on. I've NEVER had a problem with my insurance company becoming "adversarial" with me. Perhaps you need to find a different insurer...

Then I doubt very seriously you have ever had a UIM bodily injury claim for if you had then you obviously would be taking a different stance.

Sure companies want to settle fast and quick when your damages are small and easily repairable to make you whole.

I'm sorry that you have had such bad experiences, but your statements do not apply universally.
