Ownership interest - not sure what it includes

I found the following statement in the Washington state code "The application shall contain the signatures of the majority of those persons having an ownership interest of lots, tracts, parcels, sites, or divisions in the subject subdivision or portion to be altered."

Does "ownership interest" mean only the owners of the lots within a particular short subdivision or does it include the neighboring lot owners in the adjacent short subdivisions that pay for and use the private road and private utility easments that are shared by all (multiple) short subdivisons?What is the name of your state?What is the name of your state?
