It does appear that there is a possibility that dad is restricted to mom's county. Therefore dad may have violated the court orders by attempting to remove the child from the county.

Mom needs to clarify that with her attorney.

However, I also think that dad might have simply been yanking mom's chain. Odds of him wanting to make the trip to his house (3 three hours round trip, twice) in one day isn't very strong....and the trip to the grandparent's house couldn't be done and back in 8 hours.

However, once the child turns 18 mos, the OP cannot dictate. Where the parenting plan states now that the visitation is for 8 hours in her county of residence, it seems that there is a pretty tight leash on his options, that is until the child reaches 18 mos.
Only if the written court order -- MIND YOU THE WRITTEN COURT ORDER -- states that visitation MUST take place in the county. Even then she can't dictate. What she can do is go to court after he leaves the county with the child if the written court order confines visitation to the county -- and file for contempt. And then she can prove he left the county. She can NOT dictate visitation.
