Something's not right with this claim. In simple terms:
First, paypal has had that phone number listed for years. I know because I was not happy maling the toll call a couple of years ago.
Second, if you can prove the item was delivered, there should not have been a chargeback. Scammers often send crap to buyers. Paypal often then refuses chargebacks because something was delivered.
Third, if your claim is valid, don't pay payal and especially not ICS. Make them take you to court where you can present your case.
Fourth, post the ebay transaction number. Let's see what this is all about.
