So here's an odd one for you. I went to do the auto-bill-pay online and as soon as I did I noticed someone elses payment info on my account page, as if someone else was already paying my account. I called my power company about this. I told them that it seems to be being paid and they have sent me receipts of the bill being paid but that I had concerns that the payment never came out of my account. I was told, well you can add your payment info on your account page and choose that payment method instead of the one thats already there. I told them that there was NO WAY I was putting MY payment info on my account since it looked like someone else may have access to my account. I asked them to remove that payment from my account and tell me how this happened. They said they could not remove it, and would call me back with a answer on how it came to be that there was someone else's payment on my account. Well I got NO CALL back, and so I called my power company again and asked for an update. They told me that the money IS coming out of my account. I said but its really not. The customer service rep. said, "listen someone is paying your bill and thats all that matters to us. Do not worry about it. But it seems like its coming out of your (my) account." So I continued to receive payment receipts for OVER A YEAR. All the sudden I get a call from them.
Here is what they said:
It seems like someone else has UNKNOWINGLY been paying your electric bill for over a year. You now owe us over $3400. (!!!) How would you like to pay this?

UMMMMMMMMMMMMMMMMMMMMMMMMMMMMMMMMM. What?!?!?

So i got escalated up to the higher level customer support who told me she never heard of anything like this. But I still needed to pay. I told them I was willing to pay the last month of which they caught the mistake, but that was it. On account of , I felt I did my due diligence a year earlier by inquiring about this TWICE. I raised my voice to her eventually, asking that they do more that just allow me to make payments over the next two years for it (such as have them pay for a good portion of it). This customer support rep was yelling back at me basically saying "YOU DIDNT PAY SOMEONE ELSE DID!" "YOU NEED TO PAY FOR YOUR SERVICE!" But she did, eventually say she would call me back after she dug up the recordings from over a year ago, of which I spoke to the first two customer service reps about this.
A week went by , I got no call. So i called back and left a message, requesting she call me back. Then another week, same thing, I left a message no call back. Then 2 more weeks, same thing. Over a month later I get a collections call from Delmarva (ops I spilled the beans on who it is..) . I let the rep know of the situation of which I was still waiting on a call from this higher level customer support Supervisor. He left a message for her, still no call back. Then a week later, another collections call from them. This time the girl tells me. Well its not an option to talk to that Supervisor any more. Pay now or have your power shut off in a week!
I should mention in the two months I have been waiting for a call back from this Supervisor, I have been paying what was due ONLY for those two months to keep up on my bill.
The facts:
I did inquire numerous times about this mystery account. Of which I was assured , they didnt care as long as they were getting paid (And looked like my account.)
I have all the receipts stating that the bills in question were paid (although it WAS NOT BY ME)
I have raised numerous questions pertaining to how someone elses payment was able to get on my account, with no answer.
They have told me its MY FAULT for not noticing (or for noticing) that the funds were not coming out of my account.
I feel violated that someone else was able to gain access to my account and cause this much turmoil.
This is really stressing me out.
I dont want this to affect my credit.

I am not looking forward to paying over another $140 per month on something I thought was being taken care of. What, if any, are my courses of actions?

Whether you "thought" it was being taken care of is immaterial.

Even if the failure to remit was through no fault of your own, you still owe it.

The best you can hope for is the utility to allow you to pay it in installments.

thanks for the reply. And even though I have receipts stating the bills were paid , doesnt matter at all because they have every right to reverse charges? Is this correct?

You knew the money was not coming out of your account. You knew that you were not paying the bills. You raised the issue initially but didn't pursue it to full resolution. You had to know the other person would get wise that his bills weren't being paid at some point and then the utility would figure out his payments were misapplied to your account. They’d then reverse those misapplied payments leaving you with a balance due. So of course eventually they’d come asking you to pay what you were supposed to pay. You don't get the utilities for free out of this. I think you are entitled to repay the amount owed without penalty because of the utility’s error, but in the end you'll at least have to pay what you legitimately owed for the utilities you used.

I don't know the issues under the Maryland public utility commission rules but I can suggest that under the rules next door in Pennsylvania there are some billing situations that defy collection and in the short run if you carefully pay your current bills and if necessary set up a new account in spouses name so they cannot apply new money to old bills they will be in a position of not being able to turn you off.

Now I am in agreement with others that you owe for sevices previously provided ...but if the power provider cannot turn you off then you are in a position to work out a payment plan on a schedule you can fit .

It is expensive at least in PA for utility to make an appearance before an administrative judge on a PUC complaint and if your fact pattern of alerting the supplier on multiple occassions hold up the judge might not be impressed with any supplier points. And a midlevel manager may well have a big black mark on his or her career if he or she bungled a situation and failed to work it out and it triggered a formal complaint to PUC and required a hearing .
I remain on road that you owe it...but you have a lot of power to decide how quickly you go down it ...and BTW I don't think any late charges are appropriate .

That ruse won't work in Maryland. Maryland has specific rules in place that allows them to deny service to co-occupants of those with outstanding bills at either the current or prior address as well as those that appear to be fictitious names. About the only thing they are barred to do in disconnection is pulling the utilities needed for heat in "extreme" weather conditions.

Is the $3,400 the sum of the bills over the year, or were fees added? If fees were added, you could try to negotiate downward to just the amount that was owed.

I can understand this happening once... But why didn't you just pay towards the next bill, or put the money aside? There's a possibility that there is some frantic person out there who was paying, paying, paying, and not having it credited to their account. There seems to be little sympathy for that person.

I feel lots of sympathy for that person. However, it seems odd to me because it generally wouldn't have taken a full year for that person to get their problem straightened out either. The electric company would have cut their power off after just a few months of no payments crediting to the account. However, I also feel some sympathy for the OP since the electric company was so adamant with her when she tried to straighten it out.

About the only way that I can see this actually happening is if someone who no longer had service with the electric company was gradually paying off an old balance and only recently realized that the balance wasn't going down.

I do agree that any penalty fees would be inappropriate in this case.

I appreciate all the replies. And no there were NO penalties applied. Looks like I will at the most try to plead with them to pay it off in 4 years instead of two so as to lessen my monthly bill. I was putting money aside for a new car which I needed. I had checked my account numerous times and was wondering how the heck it was being paid. I told myself theres no way that some other random person was paying my bills and that I just wasnt seeing it in my bill for some odd reason. Like I said I inquired at least twice about this when i first saw something weird on my account with another form of payment (someones banking account) that wasnt mine.
Thanks soo much for steering me in the right direction. Looks like I was at least somewhat wrong to assume otherwise.
I was just really hoping they would eat some of the bill because of such a weird F up that I felt was in no way my fault and that I had tried to have straightened out a couple of times , with them telling me they couldnt do anything.
The one thing I have to say that sucks big time with this company is the FAILURE TO CALL ME BACK and fully see the initial questions through to the end so we could figure this out before over a year.

That is not the only way. It could be they were on HEAP or PIPP and there was always going to be a balance. There could be various other reasons. And it could have if the electric company is the one who made the error. That person who was paying? Yeah, they deserve sympathy. OP deserves NO sympathy.

OF course MD is Not PA....but utility turnoffs can be problems many places .

I agree OP owes it ..and his buying a car is not relevant ....it's largely a matter of negioation of a repayment schedule that is workable for both sides ...not necessarily prefect for everyone ..that said OP, if you make an agreement , stick to it..no slip ups

Personally I think seeking a 4 year payback is way too long to be reasonable
