Similar recording is legitimately done when training therapists. However, I don't understand why a "security company" needs to be involved. All you need to do is set up a standard video camera on a tripod in the confession room. That way, with the camera obviously present, there is no chance of "forgetting" to obtain the parties' consent.

Parshioner: Bless me father for I have sinned.
Priest: Hey can you speak up a little louder so the recording will come out ok.

Parishioner: ok, cough.....testing, one, two, three. Can you hear me, can you hear me now.
Priest: also, please smile as you answer since we are also videotaping your admission of sins.

I dunno all the details but from what the sales lady told me, they recently were fined for selling both camera and microphone equipment to someone at the same time. Apparently they can't do that. The funny thing though is that you can buy cameras separately and then turn around and buy microphones.

Some Random Guy [that's his user ID] earlier provided a very useful link, which goes over different laws (federal and state-by-state) in regards to taping. It was very helpful.
