Propane tank installed on neighbor's property

I have heard of residents there referring to it as TAXachusetts , I get it that a mistake was made BUT as to how it was made would be interesting to know, including how far from the structure (or other structures) it serves it must be. Then I am curious as to when the tank was installed if someone was around to be asked where the lot line was , If the tank was installed with NO one to tell them where not to install then Im wondering if they would move it at no cost. (Scott how far over the lot line is it ? )
