I'm interested in purchasing a small dog grooming business here in California and this is my first time ever dealing with something like this. I'm wondering is it necessary to hire a lawyer during this period?

Hiring a lawyer during a purchase is like buying insurance. Hopefully, you pay for nothing. The question is: can you afford to lose whatever you're paying for the business?

Let's say seller sells you the business and opens a competing business across the street, and makes sure all the clients know.

Let's say seller negligently caused the death of a few dozen dogs and knows the newspaper is running a story on it next week.
