If you do not believe you are liable tell neighbor to take a hike. If he wants to go further he will sue you. The judge will decide but guaranteed the judge will not take kindly to playing games like you have here.

Perhaps if you pay to see an attorney in your area, the attorney you see can get the necessary information out of you (or at least he can get rich trying ).

As a note, if you have been court ordered to pay certain expenses, you might not have ASKED for it, but it does not relieve you of your responsibility to pay.
