Bridge is now like a cabin on an unpatented mining claim

This new development is so funny I just have to share.

After being pressed as to exactly what property was part of the Real Property Lease Agreement, the assessor has changed his story. Now he is claiming the parcel number for the bridge only was based on the township, range and section. "Similar to a cabin on an unpatented mining claim." Wow!!!

Also, I forgot to ask...you previously wrote that given the bridge is within the county ROW, only the county could prohibit or allow another to prohibit my passage across the bridge.

How do you know that and where can I find it?
