Good thing you are giving her the benefit of doubt, because Blue Meanie is not offensive. She explicitly stated the bolded:
With all do respect and understanding...If he is not able to deal with his own insurance issues perhaps he should not drive.
We normally only deal with the people actually involved in incidents.

Your nephew's insurance will defend against any claims from the other driver, but that's all they can do. If the owner of his vehicle wants to dispute the denial of liability from the other driver's insurance, they would need to sue the driver/owner of the other vehicle in small claims court.
