When a single mom (father unknown) signs over her parental rights to a specific person, for the purpose of adoption, what rights does that person now have? Is it the same as parental rights? More specifically when it comes to child protective services what rights does this person have? Is CPS acting within the law if once the parent has signed over rights, CPS goes in to the home of the prospective adoptive parent with a list of allegations made, and take the child even though all allegations were disproven right then and there? Can CPS then push this person aside and place child with another family and start the adoption process as soon as the law allows?
