Seizure of Apt?

One of my family friends owns a duplex apartment, one of the apartments is rented out to these young guys. He has his suspicions that there is illegal activities going on in the apartment. When I go there to do some handy work for the other renters I often times smell an odor that I can't exactly figure out what it is. I let him know about this and I advised him to call the police. He's scared that his apartment is going to be seized by the cops. I told him that there is some kind of law that protects landlords from this. Does anyone happen to know any more information on property seizure laws (CA) when it comes to landlords and tenants?
I hope I get advice before these guys move out, or even worse, the police seize his property.

He's got it backwards. The Federal forfeiture/seizure laws work against him if he is aware and does nothing.
Once he reports it he is protected as long as he takes action.
