If daddy has been LIVING there,, why do you think it unfair that he be paying more than the siblings who had to pay to live elsewhere? Dad got a BENEFIT all those years - a place to live. So it is not at all unfair for him to pay for something he got use of.

The other option he could discuss with his sibs is that would be that he pay the estate 16 years worth of rent, and the estate reimburse him what he paid into the place (other than utilities he would have paid for his OWN use anyway) as a credit toward his 1/6th or so share of the place.
