In a union shop where seniority has right to be laid off last, right to overtime etc., do they also have the right to straight time hours before junior men?

It depends entirely on whether the CBA says they do or not. As far as employment law is concerned, seniority means zip. There's no all-encompassing law that dictates how seniority must be dealt with in a union contract - that's up for each individual CBA to say.
