Severe Harassment from neighbor

Thanks! THE 337 report of all incidents that I have compiled will serve as a record for my benefit, if I am ever questioned by a legal or judicial authority, but has no other purpose. IF I did contact the FBI or DOJ, I would simply say that hate crimes were committed and so on and omit sending the report and details, unless specifically asked to support my statements.

THE LAPD knows the laws, but seems reluctant to apply them to my dad's side of the case. THE officers who arrive interrogate him, assume that he is guilty, and tell him to stop harassing the neighbor, none of which makes sense to me. THE LAPD never asked my dad FOR HIS VERSION. I guess that we will have to live with the harassment from both the neighbor and the cops; the CA and DA very likely would not file charges against the neighbor and IA and the POLICE Commission are bound to support ANY tactics that the LAPD uses.

If you don’t believe that the LAPD will be of any assistance, you can take the other avenues mentioned (e.g., report elder abuse). And you can report a crime to your County Sheriff or a State law enforcement agency if LAPD remains unresponsive to your pleas for help. An attorney in your area might have additional paths for you/your father to explore.

Talking to COUNTY Sheriff is a good idea. THE Sheriff's office would, in theory, start out neutral, that is, with an open mind, and listen to a (Brief) explanation of the circumstances.

If you or your father state only the facts and keep it simple and brief, you could find a sheriff willing to take your complaints about the neighbor seriously. I recommend you do not insert any opinions about the neighbor into your recitation of facts, or say what you believe your neighbor’s motivations might be for harassing your dad.

To paraphrase, I must stick to my unadulterated observations of what happened, with no assignation of motivation or opinion. I probably will have to drive to the sheriff as opposed to calling in the complaint or having the sheriff come out in response to a report the next time that the neighbor acts up so to speak, but that is not of importance.
