Should I file i-485 and i130 concurrently or no?

I'm assuming your wife is no longer in the US as her I-94 had expired, but you would get the I-130 first to petition for you wife to enter the US and only later will you be able to use the I-485 to adjust her immigration status.
I would strongly advise that you get an immigration attorney because the whole immigration process seems to be changing on a daily basis.
