I assume you are asking about the federal tax credit for various energy saving improvements. The U.S. Department of Energy has a publication that helps explain details of the solar credit. But it is a nonrefundable credit. This means the credit can be used to reduce the tax you owe, but any extra credit does not get sent in a check to you. So if you have no tax on the return then you'll get nothing for this credit.

Solar energy equipment is something that currently allows a tax credit. Unless something has recently changed that I am not aware of there is no "rebate". A tax credit is of no use to you if you have no tax liability already.
However, on the state end there might be energy rebates either through taxes or through your utility companies. Many states do offer various programs that have nothing to do with taxes.
You would be amazed at the BS sales pitches those companies give on solar installations, and how people literally don't understand it's a tax credit, not a rebate.
