What is the name of your state? West Virginia, but applies to other states

My question is, I know that in any case where state law is in conflict with Federal law, that state law yields. Does the same apply to state vs. city codes?

Example: In Califoria, the state code says that neons (Car lighting equipment) is restricted to certain colors to certain areas of the vehicle. (Ex: White and red can show from the front)

If a city in CA passed a law saying that all neons were illegal, would the state code override that?
