step parent adoption

I have been going thru this myself, sort of. I have a court order for back child support and my ex is responsible for support until the adoption is finalized. However the paper he signed (relinquishment of paternal rights) cannot be changed. He cannot change his mind ever. But I'm from IL so the laws may be different.

This is not correct.

EITHER and/or BOTH parties may revoke consent right up until the adoption papers are finalized and in some cases even (albeit for a short period of time) after that.

This is somewhat similar to the situation we went through. We got tired of dealing with the biological father and filed the petition to adopt. I guess you could say we forced his hand.
We're in Indiana and he had 30 days to answer the petition or his consent would be implied.
