Actually, the CDC's youth behavior risk survey for middle school children doesn't even remotely support the data you are claiming OHRoad. Females are reporting sexual Intercourse For The First Time Before Age 11 Years at a rate of between 1%-5% and males are reporting between 3%- 14%. That is 2009 data, the most recent available.

And thankfully, there are laws regarding the age of consent. And sexually active may have many definitions. In middle school when I was a kid we thought holding hands was a big deal and a french kiss was a wild encounter and that was "sexually active." But our troll here wasn't talking about that. Or OP if they are genuine. He/she was talking about sexual intercourse in elementary. And that isn't lawful. Period.
