My property is subject to passing of inspection as stated in a lease and it has not. Is that reasonable cause to evict a tenant along with not paying rent.

If they have not paid the rent thats a slam dunk , to heck with them being slobs non pay is the way to go , no fight in court over someone elses idea of cleanliness.
