My experience is that the police do not always know how these procedures work. I've had them tell me to go to the prosecuting attorney's office to file something, and then when I get to the PA office they tell me it doesn't work that way. I suggest you go to the court house or wherever your domestic relations department is, and fill out the paperwork for the temporary order of protection. Have your mother explain why she is afraid of this man. Have your brother fill out one also. It may hold more weight since there are two people in the house that are afraid of him. They should both describe the harassment and any threats, even if they are vague. Also explain that he wants $15K to leave and that he turned down the $2K offer to leave. Attach a copy of the letter from the attorney as proof, if they will allow that. It should show how badly they want to be away from this loser. It never hurts to try. The judge may grant it and then your problem will be solved, assuming he respects the order. Hopefully he is afraid enough of getting arrested to respect it.
