If the ex was tried, found guilty and received a Federal prison sentence that would take care of dealing with the other parent for a while. I'm sure the kids would be thrilled.
I am not sure that the level of the potential fraud is enough for an IRS criminal case that would result in jail time. They like the ones that they send to jail to be well known enough to be used as examples of what not to do.
