Terminating a C Corp in NY

What is the name of your state (only U.S. law)? NY

I have incorporated a C corp for a business but never started after getting the incorporation. There was no activity on it whatsoever. I was told by an accountant, the the entity will dissolve by itself if no form is file with the state.

Long story short, I didn't do anything with the entity, and have been ignoring letters from NY Treasury until today. I look at the bill, and it said I own 1500 in fee and penalty.

I no longer living in NY, I moved out years ago. The only reason why I still get mail from the old address is my parents are still living there.

My question is, do I have to pay the penalty and have to file form to officially dissolve it in NY?
