I think it has to be a buy here pay here dealer, because otherwise they would have been fully paid for the car by the finance company and would have no reason to care about preserving the collateral.
While the dealer named by the OP is, in fact, a tote the note dealer and you may well be correct about their motivation it should be clear we don't really have any confirmation of that.
