FYI, if you're looking for grounds to file a civil complaint against the offending owner, most CC&Rs, Bylaws or Rules & Regs are enforceable between owners as well as enforceable by the HOA, so you do not need to enlist the aid of the HOA to file a civil action against the offending neighbor based on the governing documents. Now if you're looking for someone else to fight your battles, that's another matter and you can certainly encourage the HOA to intervene, especially if the offenders are acting against multiple owners.
