What is the name of your state? Oregon
Is there a law in Oregon that states that bill collectors must accept any amount of payment? We have a collection agency refusing to accept our payment because it is not as much as they want. We can't afford $200 per month for a 6 year old medical bill. We have offered $25-100 per month until we can get on our feet and pay more. They are saying they will not take our offer, and will file for a judgement and garnish our wages. What can we do?

Nope.

What can we do?
Not much. The creditor is not required to accept whatever you offer. They can file a lawsuit, and if they win a judgment, they can pursue any non-exempt assets.... including wage garnishment.
