You, your counselor and the DMV are not the only ones that have a record of the classes you attended. The court house (since they were the once that made you take the classes) also have a record. Have you gone there and tried to see if you can get your records from them (unless of course they also got a new computer system). Ten years ago is along time so it might be on microfilm but court records are open to the public and it might be worth a shot. If you do not know how to do this than hire a research expert. Doing this will be cheaper than an attorney. As far as suing the DMV. "With what proof and for what". If you had the proof that you took your classes and paid your fines than you would not have to sue them. As far as getting your license reinstated 9-10 years ago, it in all actuality never was. As I stated before a reinstatement isn't automatic just because you get a letter and pay a reinstatement fee. You actually have to take your car or a friends car to the drivers license bureau and take a driving test, if this is not done within a 30 day time period, your reinstatement is lifted and your license re-suspended and the money you paid for the reinstatement is null and void. If at that time you had gone in and taken the driving test none of this would be happening now. You stated in your own words you never went in and took the test, in fact you have yet to take one. If my calculations are correct you should have had your license renewed at least twice. By your own admission it has not been renewed since your DUI 10 years ago. You like alot of us 10 years ago were young and dumb. You state that your license was never taken from you and that it was in your possession. I do not care if you had it or Joe Blow had it. I do not care if it was suspended for 1 year or 1 day. As soon as a suspension is put on a license that license is no good period, and that just isn't for the time period of the suspension, but forever. The only thing since your suspension that license was good for was identification only. If you want to sue the DMV for saying your license is suspended now. Well I hope you have matured in the last ten years because your license is suspended. I cannot picture a grown person going to court suing the DMV and stating the reason being is because 10 years ago I was too dumb to go in and take a driving test, which again is required to get a license fully reinstated. You would be laughed out of court and if I was there I would be one of them that is laughing.

I do not mean to sound rude, but you need to get off your pity pot, pull up your boot straps, get your records from the court house. If you say you have already tried this than obviously you either did not try hard enough or you do not know how. So hire someone that does. After you get your records fax them to the DMV do whatever else the dmv tells you to do. Get your license again reinstated and for "Gods Sake", this time take the driving test.

Yes you will have to establish residence, for say a month, and take a few driving lessons......

then pass the written and driving test....

come on you lived in Chicago, or New York City where lots of people dont have a license, becuase of the great amount of public transportation available.

and you decided to move to New mexico.

What happyroach (ahem... Mikkey) is suggesting would have worked a few years ago, before all the states got computerized and national records were available, but it won't work now. All you 'new' state has to do is run your name and SSN through the computer and they will see where you lived. Heck, even an idiot like happyroach could run you through any of the online record sites and find out that.

Do you know the name of the facility that recommened reinstatement of your licence or reasons why they gave that you are now in a condition to have one ?
I'm sure there is a state agency that has a list of treatment Center, If your lucky they have that letter of recommendation to the state,in storage.
You say you work for a federal Agency now ?? dont you know they have State & federal Information Centers ?
Hopefully they're still in busines & have your records in staorage.
If so,get a copy,re-apply to DMV for re-instement of your licence.
Even if DMV lost the DATA,they just are'nt giving out re-instatements.You need proof ,your capable of having a licence.You ever think about an evaluation from a treatment Center.If they clear you,use that !!
