California - my niece lives with her mom in idaho and my brother has full custody of her in ohio. He granted temporary custody to the mom. now she will not let my brother's side of the family talk to her or write to her and we have recently found out she has threatened to run away. what rights do we have to communicate with her and possibly help keep her safe?

and the 64,000 dollar question is.. 'Why did the father give up custody to a mentally disturbed mother who originally lost custody'?? ding ding ding

You or anyone other than the father currently have no rights at all to the child.
