Contractor's clients may be hard to find. Better to try and levy the tenant's bank account instead (if this is allowed in WV). If tenant has ever paid you by check, the bank information is there for you to pursue.
If you haven't already done so, you may want to haul him before the judge to do a debtor's examination. That's where you can question him about any potential sources of income or assets that can be used to satisfy the debt. That includes names of clients who owe him money, makng them easier to find.
