I don't agree. If the OP goes in to the store with 60 giftcards, each with a balance of $9.99, and Walmart refuses to "cash them out", as required by state law, then it would be one case, not 60 cases.For what? $9.99?
You do realize that each time they refuse, it's a separate lawsuit for $9.99 or less.
Yes, it's the law, but it's a law with no teeth unless it's the state that wants to go after Walmart for not complying.

If this was happening all at once it doesn't make sense that he wouldn't just combine several cards at a time for his regular purchases.

That might not be possible either. I once used 2 gift cards with balances to pay for something at Walmart and the cashier was less than cooperative about it. I had to ask for a supervisor before she backed off and did it. I cannot imagine what a hassle it would have been had I had more than two. I also know that its not possible to use multiple gift cards for an online purchase.I think most people would think to do that before thinking of a lawsuit.
