What is the name of your state (only U.S. law)? WI

Hi, I am trying to decide what to do with some past tenants that owe me money for back rent or damages. Should I take them to small claims court or should I just turn them over to collections? Most collection agencies in my area charge 30% of the debt for recovery. I currently have one tenant in collections and I have a judgment against another, both of which I have not received any money from yet. Hence the question is it better to fork over $250 of my own money to take them to court or pay nothing and hopefully recover 70% of the debt? Or is there another option that I don't know about?

Bonus questions: What's the best way to collect after a judgment?

If i do turn them over to collections can I add the 30% to the total debt?
