If you'd been paying attention in civics class, you would have some idea of how to constructively protest the governor's attempts.

The governor does not "pass" laws. The state legislature does that. The governor either signs or vetoes the bill after the legislature passes it. Given that signing or vetoing bills is within the powers given the governor in the state Constitution you could not successfully sue the governor for signing the bill. Indeed, such a lawsuit would likey be considered frivolous and subject you to sanctions by the court. As a result, doing this would not in any way stop the governor.
