Neglecting Parents of a 16 year old

Okay this is sort of a long one. Recently my brother in law started dating a sixteen year old, he just turned twenty and she will be seventeen at the end of June. They are not having sex so I am somewhat okay with their relationship. Now to the issue, the girl lets call her *Sandy. She has not had her period since November of 2009, she is not pregnant and the doctors can't find anything wrong with her. Her parents refuse to take her to get more advanced tests done because get this... they don't want to pay the co-pay, $40.... I mean they don't even care about her, what if she has fricken cancer?? They both work so I have no clue what the heck their problem is. My only conclusion is that they don't give a flying crap about her. My question is what can she do legally? What can we do to help her, if anything? I was considering letting her move in with us when she turns seventeen, but i'm afraid that her parents will call the police about my brother in law. ( They know how old he is and that they are dating ect. and they are fine with it. they even let her come over and stay until 1 am on school nights...) So basically I have 2 questions : What can she legally do for herself since her parents don't care about her health, and what age is the age of consent/ moving out on your own.What is the name of your state (only U.S. law)?

1. She can go to her school counselor and report that they refuse to take her to the doctor. She can go to Planned Parenthood or the like and receive care on her own.

2. 18. Every state. Every time. Even if. Even though.

the legal age to decide where she wants to live is 18. very clearly.

the legal age for consent for sexual activities is 18 in AZ. so congrats. your adult bro in law is dating a child. disgusting.

what is the 16 year old doing wiith HER money? is she paying for it? has she gone to a free clinic out of concern for her own health? how about you pay for it since you are so concerned?

you harbor a runaway in your home, are you prepared to deal with the criminal charges?

Isis1- Thanks for being rude and I said I was considering letting her stay with us; for me it's hard to stand be and be "silent" when you have these a-holes who obviously don't care whether their daughter lives or dies.

They are 3 years apart... 16 going on 17 in a month is not a child.

Also, she has been to the free clinic. They don't do the kind of tests that she needs. She has tried to make a doctors appointment at her current doctor and they won't do anything without her parents consent.
