Ok, so he called last minute saying he wouldn't pick her up because he and his family were very upset and he and his family did NOT agree to the police station. So that's how the first time went.

Now, I reminded him about it and he said that "that is off the scale detrimental to [his] child"

Now what? It would be the drop off only for that since the neighbor does the pick up.
I would go to that police station, go inside with child, and tell him that you are there waiting for him to pick up at the appointed time. That way you have a witness that you attempted to make the exchange and it is on him if he fails to pick the child up... I would not give in to any terms that you take the child to ANY other location. You need to protect yourself.

My neighbor does all of the other three handoffs, as in he picks her up from neighbor tomorrow, would be dropping her off to me at the station Tuesday and he would be both picking up and dropping off at neighbor's the day time one.

No, that doesn't help... :(

I don't have any suggestion if he is telling you he won't return the child after visitation if you insist on the police station for exchanges. You know the situation best and your assessment of the risk of meeting him other places is more valuable then anything i would say. Every action we take in this world has risks, so you have to weigh the risks here and act in the way that makes the most sense in the circumstances. Don't discount your safety is my only advice. That and good luck.

Yes, that is the issue. I suppose if need be I will bring the court order with me and have an escort to pick up kiddo. There is no exchange program anymore so that part is null and void. Thanks.

Find out if your local police dept/sheriff's office will do a "civil standby". If they will, then that's what I'd do.
Usually calling the non-emergency number for dispatch will get you the answer.

Yes, that's what I mean. No sense in calling when I'm already there, though! I can just speak to the lobby officer and see what I can work out.
