Use people you do know well in Illinois as references.
I think that's my problem, I haven't been associated with anyone in Illinois for over a year.
My references have to be persons that I have frequent contact with.

Do you think that the State of Illinois is going to try to contact my references to verify their statements?
If so, how? By letter?
Each person filling out a statement has to provide name, IL DL, signature, and address.

No, not yet. Should I try?
I did get stopped by a motorcycle cop for speeding. He took my expired IL DL, supposedly ran it, gave me a warning, and let me go on my way.
I should have played the lottery that day because I think it was my lucky day.
I wish I could have asked him what it said about my IL DL, cuz I would assume that they would say that it is revoked in IL.
Maybe he was just being a nice guy and didn't want to deal with all the paper work, etc.
Or maybe my IL DL is ok. Doubt it.

What do you think the Texas DMV would say?

Just get some casual acquaintances in IL, and send them gifts of appreciation (e.g. money) to attest to your outstanding citizenship. It is almost certain that the DMV won't follow up.
So you recommend that I have IL residents fill these forms out, not Texas residents?
Again, I have been in TX for 1.5 years, so I have not had contact with IL in quite some time.

Sorry for the back and forth, I just want to get this right the first time. I know that the State of IL looks for reasons NOT to give you your DL back.

Much appreciated.

Why don't you try contacting the agency that issues that form and ask them if the references can be out-of-state?

No one here is going to be able to answer that - you need to go to the source and ask what is acceptable.

Here is the actual form.
The petitioner's name would be my name, and I believe the IL DL number line would be my IL DL number as well.
Further down the form, it asks for the signature, which I believe would be the contact person filling out the form. Agree??
And maybe the same for the address/city/state/ZIP line. ???
Or would these lines be filled with my info??

Be as specific as possible,providing abstinence dates for each substance,if applicable.If the petitioner is still using alcohol/drugs,describe the frequency and amount of alcohol/drug use and how long the petitioner has maintained that use.

5. Describe any changes in lifestyle and general attitude you have observed in the petitioner since he/she has remained abstinent or maintained the current use pattern.

6. Describe the petitioner’s character and why you feel he/she will be a safe and responsible driver.

NOTE: Fellow members of a support group should not provide Abstinence/Character/Substance Use letters/forms unless the members have regular and frequent contact with the petitioner outside the group meetings. If a fellow member provides a letter/form, he/she must identify the frequency and extent of contact with the petitioner outside of the group meetings.
