I understand it.. But to reinstate or do anything further in exchange, first of all I dont have US licence..!!

Again, you must go through whatever process CT wants to clear your suspension. Texas will NOT issue you a license if that is still pending. Doesn't matter that you were driving on a foreign license, doesn't matter that the suspension time expired. You have to clear the block in CT. Send them an email or persevere on trying to raise them on the phone.

Go to the DMV, or call them. I would think that's obvious.

Frankly, I don't think you should be driving in the US since you haven't bothered to follow the laws for driving in the US legally in the first place. You can't say you didn't know your license was no good here and that you needed to get licensed in CT. You were there for quite enough time to have learned you were breaking the law by not applying for a license in that state.
